PNG Agency for International Development promotes sustainable trade, development and humanitarian interests in Papua New Guinea by supporting national planning and private sector development in coordination with international funding agencies.
PNG Agency believes that for commercial projects to be sustainable and profitable, it is necessary to follow international standards that are widely accepted by today's business community. We will not support businesses that violate international social and environmental standards. One important purpose of PNG Agency is to foster social and development. In addition to providing social development through infrastructure projects and employment, the Agency will offer workshops and conduct studies to measure the impact of various programs that can be implemented, such as educational and health workshops and seminars. The Agency will also make presentations to both domestic and foreign agencies to co-develop social programs that can be implemented locally in many locations within PNG.
PNG Agency's humanitarian interest is to fight to reduce the level of poverty, lack of education and dependence on foreign aid through economic and social programs. Papua New Guinea's high infant mortality rate is largely due to its lack of proper medical facilities, drinking water, and sewerage facilities. The country lacks proper housing, education and suffers from unemployment. PNG Agency will promote programs that provide sustainable economic improvement for the indigenous people who otherwise do not have the means to improve their standard of living.
PNG Agency will adhere to the highest environmental standards in promoting the development of trade international trade within PNG. We will not support projects or investment partners who have demonstrated an inability to maintain the highest environmental standards. Historically, Papua New Guinea has suffered the effects of destruction caused largely by the mining industry over the years. A pump failure at the Porgera Mine caused dangerous chemicals to enter the underground water table and the incident has displaced people who have had to find alternative and lesser quality sources of water supply. In addition, timber poachers have for years illegally harvested its forests with little or no reforestation. PNG Agency will not support projects that are harmful to the environment of Papua New Guinea. Rather, the Agency will support projects that economically sustain the protection of the environment.
PNG Agency will work with international ENGOs and organizations such as World Bank, World Wildlife Fund, and the Forest Stewardship Council to protect the highest standards of environmental compliance. PNG Agency will work to create a sustainable flow of natural resources within PNG by committing to programs that support reforestation, water purification and improved medical conditions.
The federal and provincial governments have developmental plans to improve social and economic conditions in their respective regions. The objectives of the developmental plans include:
- economic development
- infrastructure
- social services (health and education)
- security
PNG Agency will set a precedent for economic sustainability in Papua New Guinea, leveraging its natural resources as a means to provide:
- schools
- education
- housing
- water treatment
- communication
- transportation
- hospitals
PNG Agency will support revenue-based infrastructure models based on the export of natural resources as a means to produce taxation and royalties. The federal government will receive revenue as a percentage of export sales and local landowners will receive a royalty for economic development as well as fund social programs such as new schools and hospitals.
Promotion of international trading opportunities and infrastructure development will open the country to the export of several agricultural products in addition to the export of timber. The indigenous people have the capacity to significantly increase production of palm oil, pineapples, rice, chili, vanilla as well as rubber and livestock. Highway projects, for example, will provide ready access to markets to which the indigenous people are currently precluded. The indigenous people will receive royalties and employment from natural resource concessions and will be able to build sustainable agriculture and livestock businesses with access to markets as a direct result.
The purpose of PNG Agency is to elevate the standard of living in Papua New Guinea and to provide a model for future development and investment. PNG Agency's efforts will provide the indigenous people to become self-sustaining members of the region through participation in infrastructure projects including waste water treatment centers, schools and agro-forest commerce.
PNG Agency will focus much of its efforts on creating import and export opportunities between small to medium sized businesses in PNG and large international corporations. PNG will likely import technology and technology services in the form of telecommunications, sanitation, construction and equipment. Exports from PNG will be in the form of natural resources such as timber, gold, fishery and cash crops. The creation of all weather roads, which will be funded through royalties, will enable sustainable trade without continued reliance on the depletion of difficult to replace natural resources such as timber.
